Scope: US public companies filing with the SEC (EDGAR).

Look up one filing by CIK + accession number. Returns full metadata
plus the direct URL to the primary document — the filing body is
NOT downloaded inline (agents crawl on demand via `original_url`).

Endpoint:
    https://data.sec.gov/submissions/CIK{cik10}.json
    (looks up accession in the filings.recent block)

Args:
    cik: CIK (zero-padded or not).
    accession_number: SEC accession, dashed ("0000320193-25-000079")
                      or undashed ("000032019325000079") — either works.

Returns dict with `form`, `filing_date`, `report_date`,
`acceptance_datetime`, `primary_document`, `primary_document_url`,
`filing_index_url`, `is_xbrl`, `is_inline_xbrl`, `size_bytes`,
`items` (for 8-K), plus `original_url` = primary_document_url. If
the accession predates the recent-1000 window, returns
`error="not_in_recent_1000"` + `older_file_pointers` telling the
agent where to look next. License: US Public Domain.
