Args:
    theme_id: 從 list_geo_themes() 取得, e.g. 'o4XTdRod' 避難收容處所 /
              'YoFiEKsY' 寺廟 / 'kJqZSMsB' 測速 / 'cOSQaz8H' 交通事故.
    lng / lat: WGS84.
Returns: {found, theme_id, feature: GeoJSON {geometry, properties}}

典型問: 「我家最近的避難所」「101 大樓附近的寺廟」.
