Scope: UK Parliament · bills across current + historic sessions.

Search parliamentary bills by title keyword. The UK twin of
TW's `tw_search_bills` (LY 議案).

Args:
    query: search term matched against bill titles.
    current_only: True → only bills in the current session.
    limit: max results (default 20, cap 50).

Returns dict with `data: [{bill_id, title, current_house, stage,
last_update, is_act, url}, ...]`. Feed `bill_id` into
`uk_get_bill` for stages + sponsors.
