Scope: UK data.gov.uk · per-dataset detail (LIVE from CKAN).

Fetches the full CKAN package payload including all resources
(each with url, format, description, created).

Args:
    dataset_id: CKAN `name` slug (e.g. `price-paid-data`) or UUID.
                Both work — CKAN resolves either. Discover slugs
                via `uk_search_datasets` results (`name` field).

Returns dict with full CKAN package (`data`), and license
resolved from the dataset itself (falling back to portal OGL v3).
