Args:

    bill_category: 議案類別 (e.g. "法律案", "預算案")
    bill_status: 議案狀態 (e.g. "三讀通過")
    proposer_contains: 提案人字串 (含主提 + 共同提案人)
    limit: top-K (1..100)
