環域查 POI

tw_query_geo_theme_buffer

座標 + theme_id + 半徑(公尺) → 環域內所有 POI list.

Args:
    theme_id: 主題 ID (from list_geo_themes).
    lng / lat: WGS84.
    radius: 半徑公尺 1-5000.
Returns: {found, count, features: [GeoJSON Feature]}

典型問: 「100 公尺內所有避難所」「500m 內測速桿」「1km 內寺廟」.
