Scope: Hong Kong public datasets and government data.

Fetch HKO astronomy / tide data (yearly · tide-station specific).



Args:
    dataType:
        SRS  → sunrise / transit / sunset (needs year=)
        MRS  → moonrise / transit / moonset (needs year=)
        HHOT → hourly tide heights (needs year= + month= + station=)
    year: 4-digit year (e.g. 2026).
    month: 1-12 · required for HHOT.
    station: tide station code · required for HHOT
             (CCH=Cheung Chau, KLW=Ko Lau Wan, LOP=Lok On Pai,
              MWC=Ma Wan, QUB=Quarry Bay, SPW=Shek Pik,
              TAP=Tai Po Kau, TBT=Tsim Bei Tsui, TMW=Tai Miu Wan,
              WAG=Waglan Island).
    lang: "en" | "tc" | "sc"

Returns raw JSON or {"format": "csv", "text": ...} for CSV responses.
