Scope: Hong Kong public datasets and government data.

Fetch full HK dataset metadata + resource URLs + trilingual notes.

Prefer hk_list_resources if you only want the resource file list — cleaner output. Use this when you also need notes_en/tc/sc, license fields, or created/modified timestamps.

Args: dataset_id: CKAN name (e.g. "hk-td-tis_19-special-traffic-news-v2")
