hk_get_dataset

Scope: Hong Kong public datasets and government data.

Fetch full HK dataset metadata + resource URLs + trilingual notes.

**Prefer `hk_list_resources`** if you only want the resource file list —
cleaner output. Use this when you also need `notes_en/tc/sc`, license
fields, or created/modified timestamps.

    dataset_id: CKAN `name` (e.g. "hk-td-tis_19-special-traffic-news-v2")
