入境旅客年別 × 國籍。 來源 /api/statistics/inbound/year/nationality。由 build_tad_normalised 從 stat.taiwan.net.tw XLSX 報表解析為 CSV;月表逐年 fetch + 首欄 `民國年度` concat。 每月 1 號 cron 從上游 lastOpenYearMonth 自動 diff sync。
