驗證中華民國身分證字號或外國人統一證號 (公開算法 derive，無 PII lookup)。

Args:
    id_number: 10 字元（1 字母 + 9 數字）。例: "A123456789"。

Returns: valid / invalid + sex + 登記縣市（合規說明：演算法本身公開，
    不查任何資料庫，純算法 derive）。
