Args:
    name: business name (partial OK · e.g. "McDonalds").
    address: address fragment (street / town / postcode).
    local_authority: council name (e.g. "Camden").
    min_rating: only premises rated >= this (0-5) · excludes
                Scottish Pass/Fail premises when set.
    limit: max results (default 20, cap 50).

Returns dict with `data: [{fhrs_id, name, type, rating,
rating_date, address, postcode, local_authority, scheme,
scores, url}, ...]`.
