Scope: Singapore data.gov.sg · 4,623 datasets across 57 agencies.

Substring search over dataset name + description (case-insensitive),
with optional format and agency filters. Backed by a locally cached
catalog snapshot (rebuilt daily by `scripts.build_sg_catalog`). We
cache because server-side search on data.gov.sg's v2 REST endpoint
does NOT work — every documented search parameter returns the
unchanged totalRowCount=4623.

Args:
    query: substring against name + description (case-insensitive).
           Empty string matches everything (browse mode).
    format: filter by format ("CSV", "JSON", "GEOJSON", "KML", ...).
    agency: substring match on the publishing agency name
            (case-insensitive · e.g. "URA", "MOH", "Statistics").
    limit: max results (default 20, max 100).

Returns dict with:
    data: [{datasetId, name, format, agency, coverageStart,
            coverageEnd, lastUpdatedAt, url}, ...] sorted by
          lastUpdatedAt desc.
    note: "matched N of 4623 total · returning top K"
