【何時用】「哪位立委提案最多 / 出席率最低」這類排行,或「A 跟 B 的各項數字並列」這類比較。 (單一委員的完整紀錄 → tw_ly_legislator_profile;某一案誰投了什麼 → tw_ly_vote_lookup)

兩種模式:

排行:給 metric(+ term、party、order、limit)→ 前幾名。只回前 20 名以內,沒有翻頁。
比較:給 names 或 legislator_ids(2–5 位)→ 每位的全部項目,以及這幾位之間的相對順序(不回整屆名次)。

Args: metric: bills_proposed(提案)、bills_cosigned(連署)、speeches(發言)、votes_cast(表決投票數)、 law_proposals(主提案修法)、attendance_rate(院會出席率)。沒有質詢排行(官方資料太少)。 term: 屆別;不給 = 現任屆。 party: 只排某一黨(黨名要完整,例「中國國民黨」)。 order: desc 高到低(預設)/ asc 低到高。 limit: 1–20。 names / legislator_ids: 比較模式用;同名或對到多位會回 unresolved,請改用 id。

Returns: 排行:{metric, term, party, order, population, top: [{rank, id, name, party, left, onboard_date, leave_date, value | attended, expected, rate_pct}], tied_beyond_cutoff, tie_note?, excluded?, coverage} 比較:{compare: [{id, name, party, term, left, onboard_date, leave_date, metrics: {項目: {value | attended, expected, rate_pct, order_among_compared} | null}}], warning?, coverage} 數字沒有依任期長短調整:遞補、中途離職的人總數自然少,回答時要看 onboard_date / leave_date。同分名次相同(1、1、3);tied_beyond_cutoff 是跟最後一名同分但沒列出的人數,不要說成「只有這幾位」。出席率只依出席率排名(同出席率 = 同名次);會議日(expected)只決定同分者的列出順序。數字只是官方紀錄的計數,不代表問政表現的好壞,回答時不要加評價。出席率不分請假與公假、只算院會、未列名不代表曠職。
