Scope: Hong Kong public datasets and government data.

List locally-mirrored HK datasets (sub-100ms `hk_query_rows` targets).

**Call this FIRST when the user asks about HK historical time series** —
weather, financial series, legislation history. Anything listed here is
offline SQL-queryable, no upstream hit, no ToU worries.

Currently mirrored:
- HKO 6 params × 25 stations × 1884-2026 · 1.6M rows total
  (`hk-hko-rss-daily-total-rainfall`, `-daily-mean-temperature`,
   `-daily-max-temperature`, `-daily-min-temperature`,
   `-daily-mean-relative-humidity`, `-daily-mean-wind-speed`)
- LegCo Bills (`hk-legco-bills`) · all HK bills history
- HKMA registered but build pending API recovery

Returns dataset_id + db + table + schema hint (column names / value
conventions) for each.
