Fetch statute detail by 법령ID · returns 조문 (articles) list.

article reading, or wants to cite specific 조.

Args: law_id: 법령ID from search results (e.g. "011357" · 개인정보 보호법).

Returns dict with 법령명, 소관부처, 공포/시행 dates, and 조문 list (each article with 조문내용, 조번호, 조문제목, 항 sub-items when present).
